Unlike No Life, Sunken, and other powerful rods, you don’t need to complete any quest to obtain a Phoenix rod in Fisch.
All you need to do is head to Ancient Isle.
After reaching the Ancient Isle, use the Zipline to reach the end of the Island. When you get there, you will find a Cave.
When you get inside the Cave, you will find Phoenix Rod, Eclipse Totem and Earth Fragment. To get the Phoenix rod in Fisch, get close to the rod and spend 40,000$ to buy it.
